Engineering and Manufacturing Development (EMD) Phase (Element of Defense Acquisition System)

AAC helps the PM develop the defining documents which guide the EMD phase, namely: the CDD, Acquisition Strategy, SEP, and Test and Evaluation Master Plan (TEMP). The EMD phase seeks to:
• develop a system or an increment of capability
• complete full system integration
• develop an affordable and executable manufacturing process
• ensure operational supportability (while minimizing logistics footprint)
• implement human systems integration (HSI)
• design for producibility
• ensure affordability
• protect CPI by implementing appropriate techniques such as anti-tamper
• demonstrate system integration, interoperability, safety, and utility
• progress based on Key performance parameters (KPPs), included in the CDD

AAC engineers support the PM during the two major efforts that constitute the EMD phase, Integrated System Design, and System Capability and Manufacturing Process Demonstration.

Integrated System Design

• defines system and system-of-systems functionality and interfaces
• completes hardware and software detailed design
• reduces system-level risk
• establishes the product baseline for all configuration items
• requires a Post-CDR Assessment, conducted by the MDA, supported by the PM’s Post-CDR Report
and resolution/mitigation plans (Successful completion ends Integrated System Design)

System Capability and Manufacturing Process Demonstration
• begins upon completion of the Post-CDR Assessment and establishment of an initial product baseline
• demonstrates the system’s ability to operate consistent with the approved KPPs
• demonstrates that system production can be supported by demonstrated (and available)
manufacturing processes
